Blind flange have same similar function as plug cap, all of them are used to block off a section of piping system. It is different as the others flanges, there is no hub bore in the center.
Forged steel flange is a disc-shaped piece of equipment used to connect a pipe to fittings valve other component to form a pipework system. Usually flange has been attached to pipe tube end to, then a gasket is inserted in the middle to form a seal. Finally they are joined together with bolts nuts.
